"During the spring, when the legislature appeared ready to adopt amendments that would have made the farm labor law more equitable, the United Farmworkers of America threatened to introduce an initiative. Its effect would be to remove the law from the responsible review of elected represenatives elected by the people, and make it vulnerable to special interest pressure, especially from big unions."
